中華經濟研究院2日公布2013年6月台灣製造業採購經理人指數(PMI)，較5月下滑1.7個百分點，來到53.6%。中經院院長吳中書表示，景氣復甦力道趨緩，預估我國2013年經濟成長率(GDP)，大約在2%到3%之間。

吳中書指出，雖然PMI下滑，不過仍呈現持續擴張趨勢，例如食品相關產業，5月因受到毒澱粉事件影響，所以PMI呈現趨緩，但6月已有回升跡象。

根據中經院預測，台灣整體景氣復甦力道趨緩。吳中書說，從國際經濟角度來看，歐洲經濟表現不佳，但已開始恢復；美國經濟波動比較明顯，中國大陸的經濟成長則有下修可能。

綜合上述狀況，吳中書認為，台灣2013年的經濟成長率，大概在2%到3%之間，至於2013下半年對台灣經濟的最大影響因素，則是歐美景氣的動能恢復情形。

對於兩岸服務貿易協議的簽署，吳中書強調，服貿協議對台灣和世界各國經濟的進一步整合，非常有幫助，雖然部分產業會受到衝擊，「但不能因為有產業受到負面衝擊，台灣就不去和其他國家談貿易協議，」政府也應規劃相關配套措施。
