天主教教宗方濟各31日發表聲明，將現任國務樞機卿塔西西歐．博通解職，並任命現任教廷駐委內瑞拉大使帕羅林蒙席出任這項教廷第二高的職位。帕羅林蒙席一直致力於改善教廷與中國大陸的關係。
