治水預算如何編列引發朝野爭論。立法院長王金平今天表示，治水要有整套方案與計畫，應以「流域」或「河系」的概念來處理，且中央、地方應該配合，才能展現較高效率。

王金平今天出席「二○一四年中央政府總預算研習講座」開訓典禮時表示，對於地方該用的預算，中央應繼續支持，但也必須重新檢討治水思維。他認為，現代化的治水與防災，須有現代化的設備與電子化的設施，以利完整監測、提前防範。

王金平表示，立法院應建議政府盡快編列預算，購買相關設施，包括地表沖蝕、雨量等資料都應事先整理進雲端設施，提早運算出可能的衝擊，向民眾說明防範方法。

他並建議，未來也可以在審查預算的主決議中做出結論，督促政府提出更好的國土安全政策。2013/09/05
