南韓總統朴槿惠在美國參眾議院，以英文發表演講，正式提議推行「東北亞和平合作構想」，前後共贏得四十次的掌聲。

朴槿惠是第六次在美國國會發表演講的南韓總統。她在用英文進行的演講中表示，當前，該是美國和東北亞各國透過對話與合作，在環境、救災、原子能安全、恐怖活動上，積累信任，並將合作範圍漸漸擴大到其他領域，創建東北亞多邊對話進程的時候了。
